Texas passed House Bill (HB) 3 to address the problem of students lacking essential early literacy skills. This legislation mandates all Texas school districts implement a phonics curriculum using systematic direct instruction from kindergarten through third grade. The TRR has acknowledged Reading Horizons Discovery as a K–3 foundational literacy program that uses systematic direct instruction to ensure all students attain reading proficiency by the end of third grade by building crucial early literacy skills.
This recognition comes after an extensive review process by the Texas Education Agency (TEA). In partnership with independent reviewers, the TEA evaluated Reading Horizons Discovery based on rigorous criteria, including alignment with the Texas Essential Knowledge and Skills (TEKS) standards, program efficacy, and ease of implementation.
