About Reading Horizons

For over 40 years, Reading Horizons® has equipped educators to combat illiteracy with innovative, tech-enabled foundational reading instruction. Breakthrough Literacy Gains Achieved with Reading Horizons® Elevate

(May 28, 2025—Kaysville, UT) — Highland East Junior High, part of Moore Public Schools in Oklahoma, have made significant literacy gains, averaging an average 2.5 years of reading growth in a single academic year. These results come after several years of implementing Reading Horizons® Elevate, a structured literacy program grounded in the science of reading and designed for older students.

Veteran educator Shelly Hankins, who has taught reading since 1999, was initially skeptical when first asked to implement the program. Today, after seeing remarkable gains in both student confidence and achievement, she describes the experience as “one of the most impactful years” of her teaching career.

“Some students didn’t even know all their letter sounds at the start of the year,” said Hankins. “We started from the ground up. I ensured they understood why we were returning to basics—we were building the foundation so they could succeed in high school and beyond. Making it fun—with games and a little competition—gave them a reason to engage. The program provided the structure, and the students brought the energy.”

This year, 100% of the 8th-grade students in Shelly Hankins’s reading class improved by at least 1.2 grade levels in reading proficiency, and most averaged 2.5 years of growth. One student, who began the year reading at a 5.6 reading level, progressed to an 11th-grade level—a gain of over five grade levels by year’s end.

Hankins’s implementation of Reading Horizons Elevate involved:

  • Daily small-group instruction
  • Fluency passages and independent reading to build stamina
  • A structured “proving” method for decoding multisyllabic words

These practices helped students grow academically and emotionally, boosting their confidence and independence as readers.

Science-Backed Instruction with Real Results

Reading Horizons® Elevate supports students in grades 4–12 who need targeted instruction in foundational reading skills, including decoding, phonics, and fluency. Grounded in the science of reading research, the program offers explicit, systematic instruction in flexible formats, including teacher-led, blended, and intervention settings. Across the country, educators use Reading Horizons Elevate across diverse learning environments from general education to special education, multilingual, and alternative education programs.

“Shelly’s success is exactly what we designed Elevate to deliver—real, measurable growth for older learners with skill gaps, and the support educators need to drive that growth.” said Trisha Thomas, President at Reading Horizons.

The growth seen within this class of 8th graders reflects not only the strength of the program but also the dedication of Shelly Hankins and the Highland East administration. Their shared commitment to evidence-based instructional practices continues to strengthen academic outcomes and expand opportunities for all learners. It’s a powerful way to close the school year—marking a strong finish —for the school and students.”

The Marion School District in Arkansas is gaining statewide attention for its commitment to foundational literacy—and the results speak for themselves.

Recently, the district was highlighted for its use of Reading Horizons in grades K–3, a move that’s helped strengthen early reading instruction and close skill gaps. As the only district in Arkansas currently using Reading Horizons, Marion has become a model site for other educators looking to improve literacy outcomes.

“Our students need to have a strong foundation in learning how to read, and this program helps them achieve that,” said Mary Inman, literacy specialist and instructional facilitator at Marion.

In March, educators from surrounding school districts visited Marion to observe Reading Horizons lessons in action. The visiting teams spent the day in classrooms, participated in model lessons, and learned about the district’s implementation strategy.

Reading Horizons is proud to support districts like Marion that are leading the way with evidence-based reading instruction.

(January 28, 2025—Kaysville, UT) – Reading Horizons® has released a 2023–2024 study showcasing the impact of its Elevate curriculum in Lumpkin County Schools, Dahlonega, GA. Lumpkin County chose Reading Horizons® Elevate (RHE), aligned with the science of reading and rooted in Orton-Gillingham principles, to enhance literacy among 272 fourth- and fifth-grade students. All three district elementary schools implemented RHE in grades 4–5 as their Tier 1, 2, and 3 phonics curriculum.

A collaborative study with LearnPlatform by Instructure revealed significant positive outcomes in Lumpkin County during the 2023–2024 school year—its fourth consecutive year using Reading Horizons. This study satisfies ESSA evidence requirements for Level III (Promising Evidence) due to the positive, statistically significant correlational results associating higher RHE software course progress with better student NWEA MAP Reading performance in grades 4–5.

“Our partnership with Reading Horizons underscores our commitment to ensuring every student achieves reading success,” said Jennifer Moss, Director of Curriculum, Implementation, and Assessment at Lumpkin County Schools. “The results highlight our educators’ dedication and the impact of innovative instructional resources and student software, like Reading Horizons, in empowering teachers and students.”

Key highlights from the study include:

  • Students who engaged with RHE software demonstrated substantial gains on the NWEA MAP Reading assessments (published by Northwest Evaluations Association).
  • Classrooms with higher RHE course completion rates outperformed their peers, highlighting the effectiveness of the curriculum in improving literacy outcomes.

“This study showcases the power of evidence-based literacy instruction in transforming student outcomes,” said Stephanie Myers, Chief Strategy Office at Reading Horizons. “We’re thrilled to see how educators in Lumpkin County have embraced our program to empower their students with essential reading skills.”

(November 21, 2024—Kaysville, Utah)Reading Horizons®, a leader in literacy intervention, introduces an accelerated one-semester intervention solution within its Reading Horizons® Elevate (RHE) program to address the urgent literacy needs of students in grades four and up. RHE Express Track is an intensive option that empowers schools to deliver impactful literacy improvements in a single semester, providing an age-appropriate practical solution for districts aiming to boost reading proficiency within a limited time frame.

As the latest results from the National Assessment of Education Progress (NAEP) reveal that only 33 percent of U.S. fourth graders read at a proficient level, schools face an ongoing demand for effective intervention programs that can close reading gaps efficiently. RHE Express Track addresses this need with a structured approach to targeted literacy instruction, aligned with the science of reading and designed to support students at various stages of their academic journey.

The one-semester option is ideal for schools focused on rapid improvement, providing students with foundational reading skills through simplified, streamlined phonics instruction that reduces cognitive load. This approach enables striving readers to concentrate on essential literacy skills without feeling overwhelmed, allowing educators to meet students where they are and accelerate them forward efficiently. For schools seeking additional flexibility, Reading Horizons® Elevate also offers a full-year program for more gradual development and a summer school solution to prevent learning loss.

“The fundamental ability to read is the cornerstone of all other learning for students. More than ever, older students require instruction in foundational literacy skills, which presents a significant challenge,” says Trisha Thomas, President of Reading Horizons®. “Without mastering the basics, their ability to progress and succeed across all subjects is greatly hindered. Express Track provides the support needed to close reading gaps in a shorter timeframe more quickly and effectively.”

RHE Express Track uses a multisensory instructional model—incorporating visual, auditory, and kinesthetic techniques—to engage students and reinforce learning, especially benefiting students with learning differences. Each instructional step builds on the previous one, guiding students through a systematic progression in phonics, decoding, and encoding. With this model, striving readers gain confidence and establish a solid foundation in reading, setting them up for lifelong literacy success.

Reading Horizons® Elevate is the most comprehensive reading program I have ever used,” says Danissa Lopez, Reading Specialist, Boston PSD MA, Grades 4–6, Grades 7–12, SPED/Intervention, and ELL. “RH Elevate seamlessly blends all of the essential components required to aid older students who have experienced reading difficulties.”
