Midlakes Schools | Phelps-Clifton Springs Central School District (CSD) is celebrating major academic progress, with student proficiency scores far outpacing state averages. The largest gains came in elementary English Language Arts, where proficiency rose from 28% to 43% — a 15-point leap that nearly doubled statewide growth.
Since 2020, Midlakes has partnered with Reading Horizons to strengthen Tier 1 foundational literacy instruction and provide targeted interventions in the lower elementary grades. Educators credit consistent instruction, strong curriculum tools, and family support for the district’s success — with Reading Horizons playing a key role in helping young students build essential decoding skills.
